Typically, client policies determine what options are available to you in repaying your debt. Creditors may settle accounts for less than what is owed, however it is specific to the creditor policies. Settlements may include a reduction of a specific percentage calculated upon various factors such as age, balance or specific debt type.

Typically, telecom companies have service agreements or contracts that have a time commitment in which you agreed to remain with the service for a specified period. And, you agree to use, or rent the equipment. If you left or changed services, you may be responsible for additional fees, early termination fees and or equipment charges if the equipment was not returned. Typically, you can still return equipment, however if you fail to do so additional charges may be added to your balance due.
